How to find your own Freelance Contractors
If you want to engage your own contractors and manage all tasks yourself, there are plenty of excellent people available through online freelance resources such as UpWork, Freelancer and Guru. For small tasks, you may find cost-effective help at Fiverr or Five Squid. (Tip: Always check reviews and references before hiring any freelance contractors.)
Beware of ALL SEO Consultants

Most will take advantage of you, sell you their SEO snake-oil and happily rip you off until you realize it. A good default position id to be very wary of ALL SEO consultants, and never engage any of them on a 12 month or longer contract. Start with a 3 month trial and let them prove themselves first.
